Idle to 2000 rpm

I have always had this problem with my voyager. from idle to 2000 rpm I will call it surge you can hear and watch the tach it goes up and down but about 100 or so rpms it doesn't miss it just surges up and down the things I have done so far is replace the spark plugs with iridium plugs replace all the spark plug wires just rebuilt the carbs all the boots on the carbs are good all the clamps are good all the vacuum hoses are good went over all the electrical connections and grounds the carbs have been synced several times and nothing seems to change it..what am I missing? Its driving me nuts because you cant run it smoothly at low speed it just keeps surging once your over 2000 rpm its smooth as silk..it doesn't stumble or hesitate or miss..

When you rebuilt the carbs did you drill out the pilot screw plugs and adjust the pilots??

No didn't drill anything out just cleaned everything up real good put everything new that was in the kit in adjusted to 2 turns out synced the carbs

I guess maybe you meant did I remove the plugs and adjust the pilots..yes replaced with new ones that were in the kit

A surge like that usually means it's lean check for a air leak or vacuum leak somewhere.
The idle jets could still be dirty if you didn't remove the plugs and take them out to clean them.
set them at 2 turns out.

Sounds like a vacuum leak. Spray wd40 or something like that on the ends of the rubber boots that connect the carbs to the engine. If the boots aren't tight you will have a vacuum leak.
