First, always keep them locked when riding as they have a tendency to fly off at the most inopportune time!

Second, most of us have devised some sort of tether device using a variety of materials. You have to use your imagination to figure it out as there is no standard method, though most of us have used existing screws/bolts on the lid/bag hardware as attachment points.

I used a cut up pet leash strap bolted under the latches in the lower and pop riveted snaps to the other end and to the lid. Don't know how to post a pic from my IPad.

A lot of folks here use wire fishing leaders, about 50lb test. Works well, already has loops on the ends, 10 or 12 inches attached to screws replacing rivets on the latches.

I agree with Tom. Wire leaders. Easy to install using existing latch screw holes, almost unbreakable, and take up no room inside the bag.

I used "P"cord with non insulated wire terminal loops on the ends (use a good crimp tool).
I fastened them to the bags under the nuts on the latches, on the lid I drilled out one of the rivets holding the catch and put in a 4mm button head SS cap screw with an acorn nut.

I used a medium duty (blue) weed whacker line with electrical loop connectors on each side. I don't remember the length but it allowed the lids to hang on the side of the bags when you open it. I removed the rivet from the lid, drilling it out and put the loop connector on a new rivet and used a rivet tool to replace it. Like others I simply connected the bag side to the top latch bolt using the existing cap nut without modifications. Hasn't failed yet. I need to hook up my new lid tomorrow.
