Conflicting as to setting the carb floats
Bill Overton and Carl Leo mention two different ways. Put the carbs, flat (floats up) and carbs at an angle as to where the needle just touches the seat. Two different results. 17mm is the norm , Bill says about 18mm , to avoid rich.

When I do the carbs I set them to 18MM. holding the carb sideways so the float is just touching the needle lightly
