My '87s pump up to pressure with the key in the on position and the engine stop switch set to run.
Can be interrupted by turning the stop switch to off.

after a week, seemed to take longer. I was thinking it ran only when the starter button is engaged and right at running

after a week mine can take from 3-6 seconds or more to pump up. Once it stops I hit the starter button and it starts right up.
