By fairing vents I mean the large ones by the radiator, not the little ones facing the rider.

I read on the site that all Voyagers after 1988 were made in Nebraska, USA. My 2001 has a VIN that starts with a J and not a 1. Doesn't this indicate is was made in Japan? Were Voyager XIIs assembled in USA?

Does your lower fairing have rubber weatherstripping attached to the fairing, which touches the engine and seals off air traveling from the radiator?
