Finding a mechanic locally familiar with these bikes is nearly impossible. The most experienced mechanic that knows the Voyager inside and out is in Florida. That is were I took my bike when it stopped shifting. Maybe you could load it up and take a vacation for a week in Florida and meet him. Of course I am speaking of Carl Leo.

Don't really know this guy, or anything about him except that he re-flashes chips for various MC's, including the Kawasaki 1700, but you did mention Albany. NY, you might want to check him out if he is in your area:

He flashed my ECU (1700 Voyager) and several 1700's for friends of mine, and it made a world of difference! He may also be a decent wrench.
