How do you measure windshield height?

How do you measure windshield height?

I ask because mine looks like original factory screen (beat up and peeling paint at the bottom), but from the chrome trim to the top of the shield it's only 21". Just wanted to make sure you're not supposed to measure them from the very bottom of the shield when it's off the bike, or something weird like that.

I plan on ordering something that's higher than this 21", and I'll cut this one down short.
