Also note that if you suspect a stuck seek switch on the handlebar, the handlebar switch would override the jumpering test. You would have to disconnect the switch for any function which appears NOT to be in a static/neutral position before jumping the connector pins at the radio end as shown in the illustration.

The only odd thing about the seek switch is it does not start to seek until I push it and if I change directions to seek down instead of up it also changes direction so I don't think it's stuck.

This may be a dumb response but have you checked that the fader knob is turned all the way to the front speakers ?

I'll try anything so no such thing as a dumb question :)
But yes, I've even moved it back and forth and can hear static in the speakers as I do it. That's why I'm am sure the amp is working (can hear the relays click when I power on the radio as well)

Has anyone mentioned if the "HS" button problem. The radio may be switched to "Head Sets" Check to see if the HS indicator is turned on on the radio face. If this has been identified earlier, I apologize for jumping in..

Update:
Took the wiring harness apart to the handlebar control and jumpered the volume leads and low and behold the volum went up and down
So now the radio works but I will need to troubleshoot if it's the actual volume control or the wire. The harness connector was full of water, not good so will dry it out and see if it works after connecting it again.
My nex search is the antenna as that is also not working. I think it's a broken wire but not sure yet where or if it's fixable.
