Headlamp adjuster bypassed?

Hello everyone - Working on a '90 XII. Last night when I started the bike, the headlamp warning light went off, so this morning I went to change out the bulb. Got the bulb out okay, the headlamp connector looks fine...but the previous owner had removed the headlamp adjusting cable that runs to the lower left corner of the assembly and taped it in place with with electrical tape. Was this a common thing to have done on these bikes? Been noticing a weird "buzz" that sometimes comes from within the fairing and am beginnning to wonder if this was it.

Never heard of it being a problem before. That's a new one but you never know what your going to get with POS. ( Previos Owner Syndrome )

The cable needs to stay well greased in order to turn properly. The previous owner probably didn't bother to grease it and just removed it thinking it was defective.

What was odd was the cable was still lying there, just unattached from the bottom of the headlamp (?!?) wrapped up in electrical tape. I removed the tape and turned the knob - the cable is still spinning freely. To re-attach it I'll have to get the four screws that attach the plate with the cable to the headlamp.
