Wow! Zoom in on the equipment behind the guy and see sticker on digger for Fountain Valley, which is either in Pretoria, or California, near the SF Bay area.
Anyway, I don't think it is an Eagle, doesn't have the eagle style gas tank, or the 2 speed transmission, and has a step through frame. Looks to me more like a Cushman Highlander, but I could be wrong. (Probably am!)
These were all fun machines for the times, but then the Japanese started importing a scooter called a "Rabbit", really wanted one of those, but ended up with a Mustang instead. That Rabbit was being sold by Mason Motors, a Triumph dealership in Pasadena, California in I think about 1960 or 1961. Wonder if Dave (Mason) the owner could forsee what Honda and the other Japanese bikes would do to the British motorcycle industry?

Never meddle in the affairs of a dragon, for you are crunchy and taste good with ketchup!

That is a 1949-1956 60 Series Sport Model
The transmission was an upgrade option on those.

Correct , Cushman Highlander, many good memories, Had to get a scooter license to operate it at 13. Traded it in 59 for a brand new Cushman Eagle.
