Finally got all the springs for the center stand. Started to remove the clamps to drop the muffler so I can get the center stand bolts in and came across this bugger. Of course I am able to get all the others ones off.
Should I just get the Dremel and cut this one?

Is that a bolt and nut? If so then I say yes. If just a bolt maybe drill it and use an easy out.

I've been there.
I'd try to twist the bolt off to get the clamp off to where you can work on it (a vise). Then grind off as much of the rusted bolt as you can. I'm pretty sure you'll have to drill it out. You'll definitely need to re-tap the threads and replace the bolt, else drill it out oversize and then replace with a nut and bolt. As mentioned in your other thread, consider stainless steel. Consider treating the rusted metal clamp: the stuff that turns the rust into that black substance and then try painting it with high-temp paint. I ended up replacing a clamp with a U-bolt type clamp.

Not sure of the band width but Mikalor clamps would probably have a close replacement.

Ended up cutting the bolt. I have a u-boly type clamp temporarily on it until I get my clamps in the mail. The U-bolt interferes with getting the muffler Cover back on.

That's just (was just) a screw and nut holding the heat shield onto the muffler. You don't need to remove that. The only thing holding the mufflers on is the bolt that goes through the rear floorboard mount. Two of them, come to think of it. Don't lose the rubber insulators - two per bolt, one inside, one outside. You'll see. Once you remove these four bolts (two per side) you can lower the mufflers (the mufflers and crossover pipe are all one unit) or use a dead-blow hammer or the like to thwack them rearward enough to remove them. There are no clamps between the muffler assembly and the headers.
