Scratchy speakers.
Thats probably the speaker voice coil gone rusty or the speaker suspension ring got bent causing the voice coil to rub against the magnet.
you can sometimes fix it with a gentle persuasion and bending the speaker but its probably time to replace them.
I used to suggest the Pioneer TS-G43R (44/45 versions too) but they are not "Marine" so you take your chances.
I use the Polk DB401 now and they are good.
Of course, as with all 4" speakers, you really cannot expect a large amount of bass from these.
