Some years ago, I came across an article discussing a "triangle of lights", for motorcycles, to increase visibility. The idea was that by forming a triangle of lights, it would indicate that it was, in fact, a bike, not a car or truck; the triangle will not blend into a single light at a distance, as easily as three side-by-side lights will.
For visibility, the best options are a headlight modulator, and a hi-viz vest/jacket. They are king when it comes to making yourself visible in traffic, on the road. Both are legal in all 50 States, and Canada. The modulator only works in daylight, but the vest/jacket works day, night, and low-visibility rain and fog conditions. The modulator is available from several companies, and they average $80-$150. The hi-viz vests with reflective stripes (better than most hi-viz jackets -- more reflective striping...) run from $6 (low quality, but effective) - $30 (high quality, construction/road worker type, can be worn over an armored riding jacket); hi-viz riding jackets vary, but the Olympia hi-viz, armored 3/4 touring jacket can be had for around $260.
