I just replaced the throttle return cable on my 2000 voyager. The cable is the correct length, the free play is within spec, it actuates smoothly and snaps closed quickly. However, the bike now instantly jumps up to 5000 rpm upon start up, even when the throttle is closed. I haven't been able to get the rev's down by messing with the choke, throttle or idle adjust screw, and the throttle and chock are not getting stuck open. I had the carbs rebuilt a few months ago and I didn't touch any of the mixture screws or idle adjusters, so I'm pretty sure it has nothing to do with the carbs.
Could this be caused by a vacuum leak or a lean fuel mixture? Or is there anything I might have done to cause an issue like this while replacing the cable?
Bike is stuck at 5000 rpm.

Not sure if this make sense in regards to the work you did but high RPM is a classic indication of a vacuum leak.

It sounds like you may have partially dislodged the throttle cable,so it is under mild tension

It turns out I had the cable adjusted too tight, causing it to rev up so high. I loosened the cable and now everything is back to normal.
