No, the Voyagers are not prone to rust, it sounds like a PO either didn't care much, or it was subject to a lot of moisure or salt air. Could have been stored outside with a plastic cover over it too which is not good.

The area that I always get rust is on the rear speaker grills, chrome on the fork slider tubes, antenna, and on some of the chrome fittings. Usually my bike is exposed to salt air for 9-10 hours about twice a week when parked on PAFB. 0000 Steel wool does wonders but it only stays clean for a month or so.
Did you ever get an e-mail from me? Do you want the rest of the shop manuals? Did you buy the bike from a guy named Wray? Do you want to be added to the SSV roster?

It has been three months, how is the de-rusting working out. Did you ever clear coat the effected areas?
I use a gloss clear coat over those parts not subject to extreme heating conditions. Works well on the inlet tube of the cooling system.
